Which country has a foreign policy that is most belligerent, brutal, domineering and hostile to other countries?

Which country, more than any other, has :

• waged more wars against countries?
• Overthrown more governments?
• Imposed illegal sanctions on countries which victimize the poorest of that country causing thousands of deaths?
