Since 2007 The Rastafari Community has identified many areas of Cultural Governance, Intellectual Property (IP) and Community Economic Development and has legally registered under the laws of Jamaica a Community Council, Ethio-Africa Diaspora Union Millennium Council Ltd. pka  Rastafari Millennium Council (RMC), Rastafari Community Trust Fund and Rastafari Community Intellectual Property Authority to achieve this.

The RMC has engaged WIPO/JIPO, UNESCO, IOJ, UWI, JNHT, TPDCO where MOU's and other legitimate means of engagement with all these national and international organizations have been achieved.  

JIPO has been the leading governmental organization where the center of governance of the Rastafari Community Intellectual Property Rights has produced two Practice Notes in 2012 and 2015 respectively, negotiations with WIPO Regional Traditional Knowledge And Expressions And Genetic Resources and a recently signed Bilateral Agreement with South Africa in relation to Indigenous Knowledge Holder Systems in relation to the Cannabis and Nutraceutical Industry under the Ministry of Science and Technology.

Our Community Rights related to Repatriation/Reparations has been incorporated in a regional and national process that the RMC have been engaged with both the CARICOM and Jamaica Parliament Political Vote as declared in Statement attached.  

All protocols related to the Government of Jamaica (GOJ) and / or International Engagement required legal registration attached to customary community governance and capacity/competence in the areas of specific representation. All of these have been achieved by the RMC where our Community Customary Governance is centered under the Nyahbinghi Ancient Council (NAC) in registered ByLaws that engages our most activist Elders and their transitioned peers which is owned and physically represented in the 'Rastafari Unconquerable' Exhibit at the Institute of Jamaica and in related Brochures and Catalogs, and the RMC RACE PROJECT that documented the Elders on Coral Gardens atrocity.

After investing 8 solid years of activism, resources, and policy development, the Minister of Justice in dealing with Jamaica's inability to engage the legalized Ganja Industrial market because of issues with the IMF and UN Dangerous Drugs Act, beneficially activated the specific rights of the Rastafari Sacrament and has bypassed the representation, legal representation and structure of the NAC and the RMC to engage his own discretionary Rastafari Advisory BOARD to support his use of Rastafari cultural mores to engage a national framework.

This bypassing of the Community Governance and expertise has created a massive legal conundrum where several self-interested parties in the Rastafari Community who either have no knowledge of the Governance protocols that have been established, and or are majorly conflicted with the accepted framework of Community IP, have found themselves exposed to SUSPICIOUS ACTIVITIES under the guise of this BOARD and in doing so has created visible losses of income and rights being exposed by the fallout from the recent High Times Cannabis Cup Event.

Several media persons who were engaged in this High Times Event, have been publicly vocal on the ridiculous position that the Rastafari Community benefits have been put into by these persons associated with Rastafari In Inity Co. Ltd who either lack capacity or whose personal interests overrides the RASTAFARI CREED for Tweed!  Tweed as the main sponsor of the High Times Event have today announced their business efforts and initiatives in Jamaica,

Rebel Salute whose CEO Tony Rebel sits prominently on the Rastafari Advisory Board to the Justice Minister has now launched his own business brand 'HERB CURB' under this self-defined exemption, where the principal abuse is that the Intellectual Property Rights of the Community under the Exemption is delinked for self development of his personal business philosophy related to Ganja use, no doubt supported by International Business partners.

This predetermination of Rastafari Business development under preferred individuals is against the moral and  registered principles of Rastafari Community Business development and principles.  The Cannabis Licensing Authority Terms of Reference for a regulatory framework, with its professionalism and structures have been denied the Rastafari Community to achieve similar fair goals and benefits for a culture that has established itself on specific ideals related to human agency in material goods and services.

Events to celebrate/observe the Rastafarian Faith

26. Persons who are adherents of the Rastafarian Faith, or Rastafarian Organizations, may apply for an event promoted or sponsored by them to be declared an exempt event. In order to apply, the event must be primarily for the purpose of the celebration or observance of the Rastafarian Faith.

 The Sacramental Law cannot be created to benefit any specific individual(s), family, or a Mansion / Organization that doesnt incorporate Community Rights that is the overarching protection of ALL Rastafari.   And so, as the Coral Garden recommendation so too the Rastafari Community re a Trust Fund must be activated to address this GANJA Bill, we would conclude!

TRANSPARENCY AND ACCOUNTABILITY 

The legal case against the Minister Of Justice has been framed and sourcing resources to activate so until the relevant Declaratory Orders are formally filed the RMC is advocating that the Media and Community therefore help to INVESTIGATE what is happening to the Rastafari Community cultural rights and benefits in regards to the GANJA Bill? Can this be called: SUPPRESSION; EXTORTION; SCAMMING; a SYNDICATE; a CONFLICT OF INTEREST; or just plain SCANDALOUS, the way the Community’s Rights are being treated?!

Rastafari In Inity Company Limited was hurriedly formed in February 2015 with Directors Ras Iyah V (Verald Vassel) and non Rasta Triston Thompson (Iyah V nephew) as of June 2015, were allowed to host the international HIGH TIMES CANNABIS CUP Event in November 2015 via application under the theme ‘Rastafari Rootzfest’.  It is rumored that the Tourism Enhancement Fund helped to sponsor this Event. Can you help to investigate:

  • Who were the sponsors of this Event, and the $ amount contributed;
  • What was the financial returns / statement on this venture;
  • Were any of the Rastafari Advisory Board Members involved / investing in this Event;
  • What were the overall negotiations to benefit the Rastafari Community according to the stipulated law governing Exempted Events?

  • What is the Ministry of Tourism $ amount to contribute to HERB CURB;
  • Is Tony Rebel or any other of his associates apart of the Rastafari Advisory Board;
  • Were they also investing / involved in the CANNABIS CUP EVENT?
  • What will be the contribution to the Rastafari Community via cultivation, sales of the registered herb traders?

The Coral Gardens Benevolent Society has reportedly received funds from the Ministry of Tourism. Can we:

  • Confirm the amount;
  • Are there any members of this Committee on the Rastafari Advisory Board;
  • Were they involved / investing in the CANNABIS CUP EVENT and why? 

The Rastafari Indigenous Village in Montego whose CEO is ‘FIRSTMAN’and who Chairs The Rastafari Advisory Board had received investment from the Ministry of Tourism by some Ja$Millions. Again we ask to investigate:

  • Was ‘FIRSTMAN’ involved / investing in the CANNABIS CUP EVENT;
  • Is he a member of the Rastafari Advisory Board;
  • Is he a Trustee of the Rastafari Trust Fund
  • How much is Rastafari Indigenous Village contributing to the Rastafari Trust Fund?

CONFLICT OF INTEREST

How many of the Members of the Rastafari Advisory Board are involved in both Exempted Events?And if these Events are primarily for the purpose of the celebration or observance of the Rastafarian Faith,should not the Rastafari Community be benefitting from these events according to the RASTAFARI CREED?!

It is clear that the MONEY TRAIL shows that the Ministry of Tourism invests heavily in Rastafari Businesses. If the Rastafari Community is NOT directly benefitting from these investments based on the community’s Intellectual Property Rights and Human Rights (Article 27) which has now been catalyzed by the GANJA Bill, how can you best describe this? Is it EXTORTION; SCAMMING; a SYNDICATE; a CONFLICT OF INTEREST; or just plain SCANDALOUS; the way the Community’s Rights are being treated even by these Rastafari individuals.

TOURISM RASTAFARI DIS-ENHANCEMENT SLUSH FUND

Tourism Enhancement Fund and the 50th Anniversary Of H.I.M. Visit To Jamaica in 2016. After 49 Years of non-support or recognition of this Event to the Rastafari Communit, it is suddenly now a major event to be funded and governed by who?  Discretionary Friends of the Minister of Justice!!!

She noted that the team will be highlighting Jamaica’s contribution of over six genres of music to the industry. She added that next year, being the 50th anniversary of Rocksteady and of His Imperial Majesty Haile Selassie’s visit to the country, this will also form part of the discussions.

WHY HASN'T THE TOURISM ENHANCEMENT FUND GIVEN ANY SUPPORT SINCE THE GAZETTING OF THE GANJA BILL IN APRIL 2015 TO THE NYAHBINGHI ANCIENT COUNCIL OR THE RMC IN THE KEEPING OF " 9 COMMUNITY CELEBRATIONS" SINCE THE LAW WAS PASSED!!!  WHY HASNT THE RASTAFARI ADVISORY COMMITTEE PROTECTED THE RASTAFARI COMMUNITY RIGHTS AND BENEFITS?
