Democratic Rep. Bobby Rush, who has been in office since 1993, isn't much of a presence in the district or on Capitol Hill. He took a leave of absence to deal with his wife's illness, no doubt a big reason he missed more than a third of votes in 2013. But he's had one of the worst missed-vote records in Congress for several years. Constituents complain that his office doesn't return phone calls; local mayors say they field those pleas for help instead. It has been 14 years since an energetic up-and-comer — Barack Obama — tried and failed to beat Rush. There are plenty of other up-and-comers, but they're waiting for Rush to abdicate the throne. It's time.

Rush's Republican opponent in the 1st District, Jimmy Lee Tillman of Chicago, has Democratic genes. He's the son of former Ald. Dorothy Tillman. But he says he aligns with the GOP as the party that ended slavery and desegregated public schools. He says he would be African-Americans' voice in the majority party in the U.S. House...
