As part of Africa Year Reflection for Action, I am recommending that we begin a process of establishing a Pan African Diaspora Advisory Council (PADAC) to assist and support Pan African, Black Nationalist, African-centric and Africa related organizations to ensure that they become more effective, properly authenticated and. The PADA Council would serve in the capacity to advise, assess and appeal.
SUMMARY - Due to the traumatic effect of slavery and the consistent attack on serious Africa related organizations from within and without, most Africa related organizations have not been effective in carrying out their long term duties, obligations and responsibilities to African people. The result is that the situation of our people in Africa and the Africa Diaspora is in a downward spiral as we entered the second decade of the 21st century. The organizations purported to be serving African people are too dysfunctional in most activities, poor leadership and have little support from their constituency throughout our communities in the world. At the turn of the century efforts were afoot by some African Union leaders to make Africa more independent, however, this was countered by a full scale war against Africa directed by the first Black USA president. Only a few African organizations demonstrated any resistance in the African Diaspora and the AU was held in helpless check by their former masters as marauding mercenaries attacked across Africa. Weak kneed, we have also recently witnessed a number of African and African organizations in compromising positions to make agreements with their overlords to collaborate on a number of projects relating to Africa, especially relating to the AU. The great Pan Africanist Elombe Brath predicted and constantly reminded us of the reality of re-colonization and warning that we were fantasizing too much thinking that we are “living on the “di nile” when we are only in “denial”. The Honorable Sister Shakur (now priority target-listed by the U.S. government) just reminded us that we have gotten too use to our oppression and so very little resistance to attacks against African people. Garvey, Nkrumah, Omowale X and Kwame Ture constantly reminded us of the importance of organization to effectively resist our re-enslavement. “We must be organized” to unify, liberate and empower our people. At this period in our history we must demonstrate a higher level of organizational development and a Pan African Diaspora Advisory Council (PADAC) will help facilitate this process.
PROCESS - During Africa Year starting in May 2013, the most prominent Pan African organizations should recommend the most respected and successful Pan African veteran Elders of the movement to become a member of a Pan African Diaspora Advisory Council (PADAC). The Council should consist of representatives from the Diaspora and in Africa. This council’s responsibility would be to help advice and authenticate the organizations serving our people. Starting July 1, 2013, all the key organizations should submit their mission statement, action plans and projects for Africa Year. The concept plan should be based upon the Pan African vision, comprehensive and embracing, respecting other organizations and peoples of Africa and Africa. Similar plans should be sent to PADAC by December 1, 2013 for 2014 and this date thereafter. After assessing these plans, the Pan African Diaspora Advisory Council (PADAC) would provide feedback to the Executive members of these organizations. A small fee would be assessed for their consultation. Failure to act or a failed plan action after three (3) consequently years without corrections, would result in a notification to the African public of certain deficiencies within the organization.
CONCLUSION - A Pan African Diaspora Advisory Council (PADAC) would truly assist us in establishing African governance we need to not only to certify and authenticate our leaders but also diligently counsel and mentor leaders and their respective organizations to become more effective and responsive to the needs of our people. We should/must adhere to the African precept that if any African organization fails, the African people fail and so we must make the right decisions to ensure our success as ONE African people. Let’s build on our successes and strengths and therefore build for eternity. Africa is under attack, the time is now to ensure we take deliberate efforts to correct our deficiencies and defects, from years and over decades of battle scars in the movement. Effective organization like Reparations’ for our liberation and unification is a process that begins with restoration and healing from within.
