N'COBRA's National Legislative Commission Chair, Kamm Howard was at the state capital to offer testimony before the Restorative Justice Committee prior to their vote. In tandem, with Kamm, was Chicago Anti-Eviction Campaign, President, JR Fleming. JR Fleming  also the chaired of the Chicago Midwest coalition of organizations that hosted the UN Working Group of Experts for People of African Descent, who's preliminary findings, inspired Rep Ford to submit this resolution. 

Their efforts to come to Springfiled on hours notice to offer expert testimony was greatly appreciated by the author and co-sponsors of the resolution - gaining immediate added co-sponsorship by other Committee members and guest legislators.

The resolution, HB 1011 is scheduled to go to full house vote in April.
