Thank you family for your kind responses - especially adding the Environment, Infrastructure and that Africa has an overwhelming amount of resources... However, this draft statement below was mainly to re-frame the conversation from  a lowly serf-like begging frenzy conspicuous on the internet by Negroes dressed as “Diaspora leaders”. These types are as usual easily deceived (and deceptive) and now fighting to be at the front of the line to meet and greet the AU presidents for photo opportunities and to push their own individualagenda.
 
At another level, it is to recharge those claiming or with any bit of Pan African orientation to take greater action to demand more than just anti-imperialist rhetoric and for us in general to stop sticking our necks into the sand at this critical time. Since January, I have been announcing for greater positive actions at this WDC Summit but too many Black people have returned to a slave default posture since 2008 (feasting and dancing in D.C.) and consequently have become docile to Black Obama presidency, which  was ushered in to bait, appease and re-colonize Africa. This and many of the leadership in Africa are dangerous models for future generations!!!
 
Indeed, I am are very aware of the despicable result of the recent Brussels Conference as just another “Berlin Conference” reunion club meeting with Black faces. We are clear that this is the new model and will not change in Washington, D.C. DC Summit is Berlin and Brussels with more Black "Power Africa" faces.  Nevertheless, we must by all means boldly demand more, including trillions dollars due in Reparations Development Fund for Africa and African people. Most importantly, we must relentlessly keep on track the priority to build the United States of Africa hijacked and delayed AGAIN. Let’s change the “tom” conversation for a greater Pan African strategic action. 
 
Now if the AU leaders do anything as proposed below, we will be definitely advancing African people in history, than running back to the plantations scared as we are doing now. This proposal is not a fantasy nor for anyone to hold their breath because too many African leaders lack charisma (Greek for gifted power). A better description is that too many are deficient in Muntu (aggregate power of our Ancestors) and so are too fearful and cowardly like too many Black people who are trapped on the plantations in Africa or outside Africa.

Mr. President, His Excellencies, Honorable leaders and the American people, we are excited to be before this esteem body that is the very embodiment of the diversity of not only the United States but the world. His Excellencies, we African leaders are please to be here representing over 1 billion African people and others of our beloved people scattered across the world.
We are here in unity as the African Union to embark on building a new partnership for sustainable development of African people, for the American people and as a global community in the 21st century. We are here for a new historic partnership of a people from continents interconnected through time and space. Africa is not only the foundation of humanity but also the very foundation of civilizations. Our origin spans over millions of years, which also gave birth human earliest civilizations which spanned over thousands of years, long before civilizations evolved in Asia, Europe, and the America. As the parents of humanity we have a special relation with all people.
 
Ladies and Gentlemen, We are forging a new partnership based upon two historic nations intrinsically linked in the search for freedom after been colonized by imperial nations. One, a new civilization hammered from the experiences of the indigenous people of the Americas, those of Europe due to persecutions and wars which forced their ancestors to settle in the Americas and finally the Africans who were forced, enslaved and oppressed for the building of this civilization call the United States of America and Europe.
 
Your Excellencies, our shared relationship, humanity, problems and promises call for this for a new partnership that demands Africa taking greater responsibility in the 21st century to uplift our own African people and humans from the depth of poverty, diseases and conflicts. It is a  partnership which calls for a new model for African leaders for the rebuilding of Africa that will culminate in the restoration of African people as a dignified and respectable people in the world.
Ladies and Gentlemen and Africans across the world we of the African Union are pleased to announce our plan for an immediate united states of Africa on the anniversary month of the Most Honorable Marcus Garvey as we are meeting in Washington, D.C. Marcus Garvey not only greatly influenced the founders of the Organization of the African Unity in 1963 to orchestrate a unifying approach for our liberation and unification but also called for us to establish a united states of Africa. This has continued to resound in our hearts and minds through every significant struggles and contributions in the long march to African freedom, worldwide.
 
Your Excellencies, our glorious history has compelled us to embark on this mission and most importantly this generation have spoken clearly that they demand a unified, a powerful, peaceful and prosperous Africa that can eliminate poverty and fully employ our people to fulfill their mission and purpose in the world. Our united states of Africa is unanimous and a mandate that will be officially established in January 2015 at our next Summit. Indeed, you know in your own history that this is not an exercise or work for the feint hearted and though guided by powerful forces of history and the encouraged by the our unparallel wealth and resources across Africa, we need your full support, with the rest of the global community. Indeed, Africa has given so much to the world and now we are here in unity to urge the world to give back to Africa. We will need your assistance in shaping and chiseling this United States Africa based upon the profound values, long term interests of African people, and the wisdom of the experiences of our humanity. 
 
Ladies and Gentlemen, and the people of this nation, we are now asking you to support African people in our long journey for the building of a United States of Africa in the coming years and decades, and centuries, for peace, power and prosperity. We must do this in order to restore, rebuild and revive Africa after centuries of oppression, imperialism, colonialism, racism, slavery, terror and wars. Consequently, the United States Africa success calls for the African Union to launch a Mandela Plan for African Renaissance (MPAR). The Mandela Plan for African Renaissance (MPAR) honoring one of Africa’s and humanity’s greatest sons entails a 50 year plan starting immediately with clear and key objectives to meet every 5 years. The United states of Africa MPAR 50 year plan calls for us to MAINLY focus on five (5) key areas for sustainable development of the United States of Africa. 
 
These are:
Security - the united states of Africa will launch an immediate comprehensive plan to ensure Africa’s stability with the personnel, logistics, training and leadership for Africans to protect our most vulnerable, our children and women for peace and justice in Africa.
Health - the united states of Africa will launch an immediate comprehensive plan to ensure hospitals, clinics and medical training centers are established across the Continent.
Education – the united states of Africa will launch an immediate comprehensive plan to revamp African education across the Continent from pre-birth to the grave inculcating a new African person that looks to the greater good of all African people and humanity.
Agriculture - the united states of Africa will launch an immediate comprehensive plan to ensure that we are not only able to feed Africans but we are able to use Africa’s rich land to feed those in need in the world.
Manufacturing - the united states of Africa will launch an immediate comprehensive plan starting with the historic AGOA vision to propel Africa’s economy for building the capacity for industrial and manufacturing by establishing major science centers in key areas of Africa.
 
Ladies and Gentlemen, we are now more unified as a continent and most importantly very clear about what we are attempting to achieve for our people, our posterity and for humanity. Therefore, We, the leaders of Africa have declared that the time is now to accomplish our will within the framework of a United States of Africa Mandela Plan for African Renaissance (MPAR), and so we are seeking $1Trillion dollars from the world community over the next ten years.
 
Ladies and Gentlemen, because of our peculiar relationship with the United States and the European Union, the African Union is requesting $500 hundred billion dollars in grants over the next 5 years starting January 2015 to advance MPAR under the United States of Africa. Another $250 billion dollars interest-free loan is also requested starting 2020 through 2025.
Finally our Union will seek another $250 billion dollars in grant and will be requested by the united states of Africa from nations such as Saudi Arabia, China, Brazil, India, Russia and even our wealthy nations such Libya in northern Africa. As you are aware, Libya not only contributed the greatest in forging an impoverished and bankrupt Africa into the 21stcentury but was ready to provide an addition of $100 billion dollars to further development of our Union until it was savagely attacked. The shock- and awe waves of this assault haunt all of Africa.
 
Your Excellencies, Honorable leaders and the people of the great United States of America, we would be remiss without thanking those descendants of enslaved Africans on whose back the U.S., Europe and the modern world has been built. We have never forgotten you and your service to the liberation of Africa starting with the Maroons and the creation of Sierra Leone to the Pan African Movement and to the liberation of southern Africa. We thank you for passing the AGOA bill and now we need you more than ever to participate in the Mandela Plan for African Renaissance. We will see you or your representatives in Ethiopia in January.
 
Mr. President, Your Excellencies, Ladies and Gentlemen, as the People’s Presidents of Africa, we are grateful for this opportunity for new partnership and hope to see you in Ethiopia for the official launching of the United States of Africa. God bless the United States of America, God bless the United States of Africa. Let’s build Africa with the Mandela Plan for African Renaissance. Nkosi Sikelili I’Afrika.
