Following PayPal's announcement canceling its planned operations center in North Carolina, Mr. Williams is launching a bid to encourage the online payment processor to move the 400 jobs to New York's 13th Congressional District and bring more diversity to tech industry hiring.

Clyde Williams, running to replace retiring Congressman Charlie Rangel, has released an online petition to generate support for the idea.

"North Carolina doesn't reflect PayPal's values, but NY-13 does. PayPal says it is committed to diversity in the tech sector – a move to a site in Upper Manhattan or the Bronx would be a perfect opportunity to demonstrate its commitment," said Mr. Williams. "It would be a win-win for PayPal and the District."

Ahead of the Silicon Harlem Congressional debate on Thursday, April 7th, Mr. Williams released his technology and innovation platform, designed to bridge the digital divide and bring STEM education and 21st century jobs to NY-13. 

His plan focuses on three critical areas: support for entrepreneurs, educating and empowering youth, and investing in technology infrastructure. His policy proposals draw upon successful programs that Mr. Williams spearheaded when he served as Domestic Policy Advisor to President Clinton in Harlem.
