Carver Bancorp, Inc. The event also included a ceremony to honor Congressman Charles B. Rangel for his legacy of service and commitment to the small business community in the Greater Harlem neighborhoods. Numerous elected officials, community leaders, small business owners, and Carver customers were in attendance.
