Only two weeks left to sign the petition against „racial/ethnic profiling“ in Germany
During the past two weeks, 8,000 people have signed the petition against the police’s discriminatory identity checks. Over 15,000 signatures were obtained for the first petition that was submitted to the German Parliament.

The practice of identity checks without suspicion conflicts the Equal Rights Law in the German Constitution. The Appeals Court in Koblenz emphasized this with its ruling in October. „Regardless of how many signatures the petition will generate in the end, the public’s and media’s interest in racial/ethnic profiling during the past few months shows that the Federal Government must finally deal with this police practice“, stated Tahir Della of the Initiative Black People in Germany (ISD).
Concrete suggestions for Germany can be obtained by looking at Great Britain. After public pressure, the 1997 Stephan Lawrence Investigation Commission published a list of extensive recommendations. At the same time, it was officially determined that institutional racism existed within the English police, and the Police Complaints Authority (PCA) was replaced with the Independent Police Complaints Commission (IPCC). This step strengthened the public’s trust to report police abuse.
ISD, since its inception, and other civil organizations have vehemently attempted to obtain the German Parliament’s focus on institutional racism and were over and over rejected. „The issue is that the existence of structural racism is not acknowledged for various reasons – that must finally change“, said Vera Egenberger from the Equal Rights Office (BUG). With the petition, ISD and BUG demand the elimination of the federal law regulation that allows unwarranted identity checks by police and to incorporate protection from discriminatory processes coming from all state agencies by outlawing them in the General Equal Treatment Act (AGG). In addition, the petition demands the establishment of an independent complaint body that efficiently deals with police misdemeanors and requests adequate training for the police force as well as a statistical documentation of equal rights violations.
