Should a prisoner on death row be given a life saving heart operation?

I am doing story about death row inmate receiving expensive life-saving heart operation. Victims' lawyer says it's a waste of tax payers' money. Is this person on death row guilty beyond reasonable doubt? If so, no heart. Let nature take its course.
