THE ATTACHED INFORMATION BELOW IS TO ADVISED ALL MEMBERS OF THE RASTA COMMUNITY - AND OTHER BROTHERS AND SISTERS, THAT - JAMAICAN GOVERNMENT HAVE FINALLY APPROVED  - A - LONG - OVER - DUE - ISSUED - THAT - 6 LOTS OF MY DAD'S LAND - OVER 500 ACRES - (NOW OWNED BY ST. JAGO HILLS DEVELOPMENT - UNDER SOME KIND OF IMMORAL- TECH-NI-CAL- I-TY) TO BECOME A HERITAGE SITE. - (with a monument built to honor Dr. Leonard Percival Howell - who sacrifice- his life - for the  Liberation,Salvation and Self Empowerment of our people)
SINCE 2005 - MANY MEMBERS OF THE RASTA COMMUNITY(LOCAL AND INTERNATIONAL )  HAVE LABORED AND SUPPORTED THE PLAN - FOR A HERITAGE SITE IN PINNACLE.  
IN APRIL 2017 - FOR THE 2ND TIME THE 
EADUMC RASTAFARI MILLENNIUM COUNCIL - OBJECTED - TO THE APPROVAL. 
WE THE HOWELL FAMILY AND THE LPH FOUNDATION AND OTHER LOCAL AND INTERNATIONAL RASTAS - ARE TOTALLY FLABBERGASTED
AND STILL SPEECHLESS.

For the record let it be known that those Rastafari individuals that have registered themselves as directors of the Ethio-African Diaspra Union Millennium Council (EADUMC), more popularly known as the Rastafari Millennium Council, do not speak for or represent the Leonard Howell family or the L.P.H. Foundation. I, the present chairman of the L.P.H. Foundation, and the first son of Leonard P. Howell, want all members of the Rastafari Movement, the Jamaican government and the wider public to be aware of this fact.

Thus in regards to matters concerning Pinnacle, the Rastafari Millennium Council have, in reality, been acting without the consent and or endorsement of the L.P.H.Foundation for some time now. To add insult to injury their actions thus far with regards to Pinnacle have been contrary to the wishes of the foundation. They have thus far filed objections against the intention to declare Lots at Pinnacle as National Monuments, twice. These actions have prevented the wider Rastafari community, and the Jamaican public as a whole, from benefiting from the positive steps taken by the Jamaican National Heritage Trust to bring us closer to the realization of Pinnacle as a National Heritage Site. They have shown themselves to be extremely self-serving and short sighted so far as the matter of Pinnacle is concerned.

    Let us use this opportunity to give a more educated platform to the matter at hand. Attached is 
    1. The Letter of Objection clarifying the facts and basis of the objection not being the frivolous statements and circumstances being recommended.  It would be more appropriate for Mr. Howell to have the legal advisor for the LPH Foundation respond than his personal feelings in what is a complex legal business arrangement involving Community Rights, Investment, Benefit Sharing and Ownership.
    2. The Objection is seeking clarification of Monument vs. Protected Heritage Site and the Community Rights that are involved in both.  It is the recommendation of the Public Defender that 'Protected Heritage Site' is more apropos for the Rastafari Community Heritage interests and management.
    3. We understand that ours may not the only objection, as the acquiring of title requires that exactly what is going to be done/invested in the land is required and so far has not been agreed on and or shared with Rastafari Community stakeholders.
    4. Pinnacle is a Rastafari Heritage Site and it sends a very qualified message as to any Community member seeking to proscribe anyone from participating and or assisting in the celebration.  The Council has never sought to restrict anyone from celebrating and would not promote any stakeholder from doing so.  The only objection to Community participation and involvement was to respect the Nyahbinghi Tabernacle from Desecration as to moral community respect and Heritage protection rights.
    5. What the LPH Foundation should be inquiring of is the registered Rastafari Trust Mechanism that must be in place to develop and administrate shared benefits and to submit to the Community all the funds and its use that have been raised on behalf of Pinnacle on the international market. 
    6. The LPH Foundation should also declare their understanding of who are the stakeholders of the Rastafari Heritage Site and who should administrate collective rights, and how this site its declaration and management and income generation should impact on all the Rastafari Heritage Sites across the island of Jamaica as policy.  Inclusive of several sites related to Leonard P Howell in St. Thomas.
    7. The UWI/Dr. Barnett should assist the LPH Foundation in being more critical in its approach by answering the Community related to the points of the Objection as to their frivolous or self-interested nature, as all the points speak to COMMUNITY RIGHTS AND SHARED BENEFITS!  Is this to be a part of the Coral Gardens Benevolent Society Grant and Apology?
