Responsibility is personal.

There is no our responsibility nor group responsibility.

Responsibility begins and ends with the individual.

If you see something, (say something) do something.
When you are not doing it, it is not being done.

Responsibility is not blame or fault.

"Responsibility is the willingness to see oneself as cause in the matter..." - being aware of what's missing and being willing to to provide what's missing, wanted and needed as Marcus Garvey did and as Jesus did....etc.

When I see my self as being responsible, I have the moral sway to call others to be responsible.

This is leadership.

Someone who speaks of our responsibility, their responsibility and what we should be responsible for is NEVER doing that.

I is, I am the first link in the chain - there is no WE nor Our that does not include I and Me.

Responsibility begins where I am.

It begins with the individual.

    What you refer to personal responsibility is personal empowerment. It is a process on goes through so they can be effective at what they do. When one builds an organization of people who have gone through this process, the organization can achieve a high level of synergy which is the primary objective of a team or organization. Concerning the leader, his/her job is look over the horizon for things that can put the organization at risk and make any necessary changes to the organization's mission, strategy, and processes. Also a leader is endowed with command decision authority, which should only be used if the organization is at risk of destruction.
