From the onset, we Africa Speaks are pleased to present our appeal to the Africa Union, the Kingdom of Morocco, the AU organs and the AU member states. As sons and daughters and as concerned citizens of this continent we forward this humble request to the African Union, The Kingdom of Morocco, and to all concerned parties to come together to bring back on board one of OAU’s founding member that is; the Kingdom of Morocco to the African Union family.
Since the Kingdom of Morocco unilaterally left the Organization of Africa Unity in 1984, the OAU/AU hitherto has no a venue to communicate directly to the people and government of Morocco. We know that the United Nations has been involved in maintaining a peacekeeping mission meant to hold a referendum on the autonomy of Western Sahara since 1991. However, the result are not satisfactory for both side. Though we know that the United Nations has a wider mandate and mechanism to resolve conflict related issues. Nevertheless, Africa Speaks believe that the issue related to Morocco and Saharawi are much more closer to the African heart. Furthermore, we firmly believe that African problems should be resolved with African solutions.
This initiative is based on Pan African Philosophy and agenda 2063, Article 67
Africa speaks is confident and trust that the aspiration of the people of Africa is to see a fully integrated socially, economically, cultutally, linguistically, politically and otherwise in a bid for a sustainable and self fulfil continent. the altimate goal to this integration is continental peaceful and prosperity which is undoubtedly achievable once Africa stands united and speaks with a single voice as stipulated in Article 71 that calls for continental unity. This integrating process will culminate with political unity including the freemovement of Africa across the continent, the establishment of continental institutions, free trade among African men and women, hence, a full economic integration by 2030. Africa Speaks, call on all AU member states to kindly invest in achieving a lasting consensus on continental government and institution. clearly and as stipulated, Africa speaks is of the considered view that colonial border line shouldn’t be allowed to determine who we are as continent. what matter the most is the way in which we build an African democratic system, economic and social opportunities that attracts and strengthen Africa’s common identity.
Africa Speaks believe our Moroccan brothers and sisters should join hand in enhancing Africa’s common vision and be part of the development process of continent. Africa is well know for it spirit of dialogue, hence, all differences between the AU and our Morocan comrades deserves a serious dialogue that will culminate with the re-instatement of the Kingdom of Morocco to full AU membership. Africa speaks call upon the Africa Union, the Kingdom of Morocco and any other concerned parties to accept our humble invitation to re-instate the membership without further delays.
Africa Speaks in a Pna African spirit, strongly believe that Africans should be part of developmental process of our dear continent. Accelerating Africa’s integration process will benefit of our people. Africa Speaks is therefore urging all concerned Africa Union organs to look in to the matter passionately and swiftly.
African Union should look differently in the ongoing misery and endless conflict by not burying its head in the Saharan sand for far too long. Africa Union should engage meaningfully for better solution on this matter., It must engage both side; the Kingdom of Morocco, and The Saharawi people and, perhaps most importantly , other major players, with new ideas and realistic avenues to break the stalemate. The absence of Morocco from the AU not only threatens to create a permanent rupture in resolving sub regional political issues but also limits the catalytic role in Africa’s economic growth that Morocco, can offer.
Morocco was a major force in the OAU’s establishment,through ‘The Casablanca Group’ an organisation of ‘progressive’ states which included Algeria, Egypt, Ghana and Morocco which merged with its rival, the Monrovia Group, and eventually led to the creation of the OAU in 1963. More broadly, Morocco perceived itself as a major contributor to the African solidarity and ardent supporter of various liberation movements across the continent.
That does not make independence any more of a panacea for the myriad local and regional issues at stake – as AU statements routinely suggest – but it does illustrate that Morocco may need to re-think some of the core arrangements in the autonomous proposal to counter the powerful lure of self-determination.
