Today, The Black Community Contractors and Workers Coalition of National Black Wall Street Chicago led by veteran activist Mark S. Allen; Save Our Community Coalition led by Bob Israel and others are publicly calling for MORE transparency in the report released by CTA Red Line General Contractors Kiewits and F.H. Paschen promoting that they have awarded over $60 million dollars to Black contractors and service providers, and we are concerned because some of the names being listed as Black community contractors and service providers - we have had a hard time finding their offices or facilities within the Black community so we MUST have accountability that the names listed as Black contractors are indeed legitimate Black contractors that we can physically FIND in the Black Community, and then ensure that the majority of the workers are also from the Black community.
Our thanks to WBEZ Reporter Natalie Moore for a great job at doing the research and feature story on how much real money from The CTA Red Line is being promoted by CTA's General Contractors, The Kiewit’s Company and F.H. Pashen Company as being specifically targeted to Black community contractors - PLEASE support the leadership and work of National Black Wall Street Chicago and others allies as we call for even more transparency behind the good looking headlines that over $60 Million dollars being awarded to the Black community INDEED come to legitimate Black community contractors who we can SEE in the Black community!! From a collective Black economic empowerment perspective, we have right to ask that Black contractors have legitimate operations within the Black community; if they are using Black community financial institutions, and of course with double digit unemployment in the Black community, if they are using majority Black workers!!
WBEZ Reporter Natalie Moore’s questions in red.
CTA answers in black.
I'd like to know the total dollar amount of contracts award for the Red Line construction.
The total dollar amount of contract awards at the time of award was $263.9M.
Kiewit Infrastructure Corporation of Chicago was awarded the track work portion of the project at $220.1 million. Since that time, through value engineering, the cost has been reduced by $4.5M, reducing the overall contracted cost to $215.6.
F. H. Paschen, S.N. Nielsen and Associates, LLC (“Paschen”) was awarded the station work portion of the project at $43.8 million.
The total dollar amount of contracts awarded to minority (broken down by race) and women.
Kiewit’s total Disadvantaged Business Enterprise contact dollar amount is $64.9 million, with 60
percent—or just over $40 million dollars—going specifically to African-American firms.
Paschen’stotal DBE contract dollar amount is just over $17.5 million with 92.2 percent going specifically to African-American firms.

CTA is not yet in receipt of final documents from the prime contractors regarding staffing for the project. CTA will make that information public once it has been provided.
It should be noted, however, that part of the initial request for proposals related to the Red Line South reconstruction project, CTA set a mandatory goal for would-be prime contractors that 15 percent of all man-hours would go to Individuals who qualify under the Workforce Investment Act as dislocated, out of work or otherwise economically disadvantaged. To help them achieve that goal, CTA worked closely with the Chicago Urban League, Dawson Technical Institute and the Chicago Cook Workforce Partnership to assist the prime contractors with reaching into the affected community to find individuals qualified for the trades opportunities related to this project. We have been very pleased with the initial results and CTA now believes that the two prime contractors will not only meet, but exceed that goal.
