CM Charles Barron to Introduce Bills at Stated Meeting to Allow Parents a Five Minute Grace Period Near Schools and Day Care Centers and to Ban Handcuffing Special Needs School Children Ages 12 and Under
On Wednesday, February 1st at the Stated Meeting, CM Barron will introduce two bills.
One bill will allow parents who are dropping off their children at schools and day care centers a five minute grace period. The other bill calls for banning handcuffing special needs and emotionally distraught school age children ages 12 and under.
As stated by Councilman Charles Barron, “these two pieces of legislation are long overdue. New York parents should not be penalized by the city for dropping off their children. Too many parents are getting tickets. Regarding handcuffing, no child should be handcuffed period. School officials who are professions, must learn intervention skills. Children who have emotional problems should receive services that meet their needs, not be treated like criminals.
CM Barron encourages his colleagues to co-sponsor these two bills.
