A California immigration attorney files grievance and alleges that Immigration and Customs Enforcement (I.C.E.) removal procedures has resulted in systematically removing immigrants in deportations proceedings with judicial stays. Removing an immigrant with a judicial stay of removal is a violation of a court order and an immigrants rights to remain in the United States while removal cases are being reviewed by a higher court, Attorney Ali states.

Two immigrants, represented by Attorney Zulu Ali, with judicial stays of removal by the United States Court of Appeals for the Ninth Circuit were deported by I.C.E. officials. Jorge Antonio Luna Bautista in case no. 14-73249 with a stay of removal was deported to Mexico by immigration officials in Los Angeles, CA. on or about October 21, 2014; and Carlos Palomares-Torres in case no. 14-73947 with a stay of removal was also deported to Mexico on December 22, 2014 by immigration officials in Los Angeles, CA.

Attorney Ali filed a grievance with the D.H.S. Office Civil Rights and Civil Liberties in Washington, D.C. on December 24, 2014 alleging the unlawful deportations and that the procedures violated court orders issued by the Ninth Circuit and due process of the immigrants.

Zulu Ali is an attorney, educator, and activist. A former Police Officer and U.S. Marine, he eared a doctorate in law (J.D.) from Trinity Law School; a masters in (M.B.A.) and administration of justice (M.S.) from University of Phoenix; a liberals arts degree with a concentration in African Studies from Regents College; and police officer certification (P.O.S.T.) from the Tennessee Law Enforcement Training Academy.

Ali is currently a trial and appellate attorney in private practice and director of the Veterans Legal Clinic of Southern California.
