CHICAGO, IL In the wake of the incidents surrounding Illinois resident Sandra Bland's tragic arrest and death in the custody of the police, Jimmy Lee Tillman, II, 2014 republican nominee for 1st Congressional District-IL, calls for a Universal Police Code of Conduct and for the Department of Justice to promptly begin collecting data and issuing a nationwide report on police misconduct as mandated.
In 1994, the Violent Crime Control & Law Enforcement Act (Clinton Crime Bill),required that the DOJ and the Attorney General collect stats on the extent of brutality and excessive force used by police officers, and to publish an annual report on the collected data.
Tillman remarked, “There is not much data on police use of excessive force because law enforcement agencies must self-report. Also, the term “excessive force” is also open to interpretation and many times police agencies are unwilling to report on themselves. The International Association for Chiefs of Police, which put together a report back in 2001, made very little efforts at collecting data and has not produced anything since then.”
“Clinton’s Violent Crime Control & Law Enforcement Act was the largest crime bill in America’s history. It has affected our community more than any other. It is important for citizens to know the outcome after two decades of implementation. When American citizens like Freddie Grey, Eric Garner, Natasha McKenna and countless others die while in the custody of police there should be an intermutual standard that all law enforcement agencies (state and local) across America be held to. Citizens should be free to move throughout this nation without fear of being harassed and detained. This is what our forefathers fought for."
“This is why I am calling on Congress to enact a Universal Police Code of Conduct to provide state and local law enforcement agencies with the protocols, tools and training on how to approach and detain non-threatening and unarmed American citizens on America's soil.
