THE PEOPLE UNITED CAN NEVER BE DEFEATED

THE FEDERATION OF BLACK ORGANIZATIONS HEREBY ADOPTS AND ENDORSES THE FOLLOWING POLICY POSITIONS:
EDUCATION
The last 10 years has seen a decline in the instruction of vocational trades in Public Schools. We support and encourage the reintroduction of vocational training.

The State of Tennessee implemented a program called, Student Teacher Achievement Ratio (STAR), which showed that Black Students and lower income students, benefitted most from smaller class sizes.

We favor class sizes below the current 30 now adapted by the Chicago Public Schools.

We favor that the closed Schools be converted into viable Community Enhancement Centers, that would provide training in various fields of endeavors such as; Construction, Agriculture, Manufacturing, and Service.

FOOD DESSERTS
We favor the access to fresh fruits and vegetables. We favor the Illinois Fresh Food Fund to make micro loans to Residents and or Business Owners who want to invest in Grocery Stores, Community Kitchens, and Community Gardens.

We favor that some of the closed schools could be converted into Agricultural Training Centers. These Centers could become economic Community engines.

ECONOMIC DEVELOPMENT
We favor programs and policies that ensure the Historic Rosenwald Building has; CHA Residents, Section 3 Workers and Contractors, Section 8 Workers and Contractors, and low income Workers and Contractors employed at the Construction site.

We favor specific programs that will directly employ Community Residents in the areas of Construction, Manufacturing, and Service related Industries.

We favor Community based Businesses have a direct role in the Goose Island Digital Manufacturing Institute Initiative.

We favor Community based Workers and Contractors have a direct role in the Construction of the Barack Obama Presidential Library, if Chicago is the chosen site.

We favor the inclusion of Grass Root Black people and Grass Root Black organizations in the World Business Chicago Organization.

We favor direct programs and strategies that will increase the number of Black Contractors on Municipal Contracts.

We favor programs at the City, County, State, and Federal level that focus on: increasing Black Contractors and increasing Black contractual dollars expended on Government Contracts, attracting new Black business, investing in new locally grown businesses, and addressing issues that prohibit the growth and development of Black Business.

LABOR
We favor the inclusion of other Unions in all Project Labor Agreements (PLA'S)
We favor at the State level, that the Governor by Executive Order enter into negotiations with other Unions to include them in all current PLA'S, or enter into negotiations with other Unions to create new PLA'S.

We favor any programs that increase the number of Blacks working on Union Construction sites in the City of Chicago, and the State of Illinois.

PUBLIC SAFETY
We favor a holistic approach to public safety that utilizes the resources of; community groups, businesses, unions, clergy, Elected Officials, Mental Health Professionals, Youth Groups, and Street Vendors to reduce homicides in the City of Chicago.
We support all anti-violence initiatives that have as one of its key components, job training, job readiness, and job procurement provisions.

We support any initiatives or programs that will increase the number of Black Police and Black Firefighters, Including programs that will increase the number of promotions to higher ranks.

We support Criminal Code Reforms that repair egregious disparities that disproportionately target blacks, such as: mandatory minimums, improving prevention options, increasing judicial discretion, expanding community service programs, establishing a comprehensive victim rights initiatives.

We support the establishment of a Victim of Gun Violence Memorial to be erected in the City of Chicago.

HEALTH
We support increased funding for Mental Health, at the City, County, State, and Federal level.

We support the resurrection and reopening of all mental health facilities.

PUBLIC ENGAGEMENT
We support all initiatives that increase the Constitutional franchise of voting.
We support in particular all initiatives that are aimed at increasing the youth vote.
