The Inaugural 14th year Anniversary of The National Black Business Month from August 1st to 31 st.  We are proud to recognize Resolution HR0608, 99th GENERAL ASSEMBLY; submitted by State Rep. LaShawn K.  Ford (8th District).This in honor of Rev. Dr. Webb Evans,(Nov.20,1913-Feb.23,2015), founder of United American Progress Association( 1961).We are acknowledging his work and contribution for The National Buy Black Business Month during the month of August. Dr. Evans believed and worked on Economic progress for the black community. He has exemplified this throughout the world via lectures to churches, political and business leaders. This was the 2nd phase of Dr. Martin Luther King Jr’s Vision. Dr. Evans marched with A. Philip Randolph (organizer of the March on Washington, DC, 1963) and Dr. King. 
 
Dr. Webb Evans Association created ways to improve economic conditions for Black Americans world-wide by preparing them to enter into the business world. Equipping them with the knowledge on how to redirect their savings and spending power globally throughout the black community. UAPA established a Black Credit Union, a lending source that would help to create more black businesses.  This approach fosters INTERNAL REPARATIONS! His book “HOW BLACKS CAN GET OFF THE ECONOMIC BOTTOM”, serves as a blueprint. In honor of Dr. Evans, who spent over 52 yrs committed to these principles, we should be purchasing from Black Businesses the 31 days of August.”AS OFTEN AS YOU CAN, PUT A DOLLAR IN ANOTHER BLACK HAND, TELL IT!”(Rev. Dr. Webb Evans)
 
 Dr. Webb Evans was depending on other sources such as; Black owned press, churches and businesses, to get his message across to Buy-Black.  The 2nd phase of Dr. Martin Luther King Jr’s Vision; which was (Changing the struggle from Civil Rights to Economic and Political Empowerment).  Dr. Webb Evans believed that Black dollars matter and that the Black Community must march with their dollars in order to accomplish what was not accomplished with the other previous marches across the globe.
 
The Neilson Report (2013) shows the buying power of African Americans has reached 1 trillion dollars. It is projected to reach 1.3 trillion by 2017, of these 1 trillion dollars; black women control 680 billion dollars.  The hip-hop buying power has exceeded tens of billions of dollars .We are the second most powerful buying demographics in America. Our buying power will make us the 16th largest country. Currently, black businesses get only 2% of the black dollar. If black consumers spend 10 percent of their income with black businesses it would generate 1 million jobs. In 2007 on the south side of Chicago; residents in predominate black neighborhoods spent a collective of 3.8 billion dollars outside of their own south side community. These statistics speak for themselves and calls for the need for cooperative economics in our community because “BLACK DOLLARS MATTER.” (Prof. James Clingman)
 
Here are just a few of the many, Trailblazers and Influential leaders who stood for Economic, Social Equality and Independence for the African American globally. These people labored, fought for and understood how it was; and still is imperative for the collaboration of the black dollar to be redirected back into black communities. It is IMPERATIVE that BLACKS spend their monies amongst each other for the sole purposes of Economic and Political empowerment.

A. Phillip Randolph-1st Black Labor Union, Brotherhood of Sleeping Car Porters; (1925). Organizer March on Washington (1963)…It was a campaign to cash a check that came back insufficient funds.

The month of August is also recognized as Black August. The United Nations recognizes August 23rd as The International Slave Trade Day. This is in remembrance of the slave trade and its abolition. This concept grew out of a need to expose the glorious and heroic deeds of those Afrikan women and men that struggled against the injustices heaped upon black people on a daily basis in America. BLACK AUGUST represents defining of socialist economic and ethics as applied to transforming the decadent social values of capitalist America and people who suffer under and from the ill effects of these destructive values.   The tradition of fasting during Black August teaches self-discipline. This is a conscious fast which is in effect from 6:00 am to 8:00 pm. Listed Below are innovative and effective ways to start implementing our black dollars back into the community by patronizing black owned businesses., These actions would build a solid Economic foundation that would allow African Americans to shape their own destinies, and maximize their economic interests. OUR COMMUNITY SHOULD BE BUYING BLACK THE ENTIRE MONTH OF AUGUST! YOU SHOULD MAKE IT A PRACTICE TO BUY BLACK THROUGHOUT THE YEAR!

HOUSE RESOLUTION

 
2    WHEREAS, Dr. Webb Evans founded the United American
3Progress Association in 1961; Dr. Evans believed in and worked
4on the creation of economic prosperity for the black community
5throughout the world through churches and political and
6business leaders in accordance with the second phase of Dr.
7Martin Luther King Jr.'s vision, changing the struggle from
8
Civil Rights to Economic and Political Empowerment; and
 
9    WHEREAS, Dr. Evans' foundation created numerous ways to
10improve economic conditions for black Americans by preparing
11them to enter into the business world with the knowledge on how
12to redirect their savings and spending power globally and
13throughout the black communities; these black-owned businesses
14
would, in turn, create more jobs for blacks; and
 
15    WHEREAS, Dr. Evans also depended on other sources, such as
16black-owned press outlets, churches, and businesses, to get his
17message across to "Buy Black"; Dr. Evans believed that black
18dollars matter and that the black community must march with

121914; A. Philip Randolph, founder and co-editor of The
13Messenger, an African American socialist magazine, renowned
14black labor union organizer and civil rights worker, and
15principal organizer and author of the March on Washington,
16where Martin Luther King, Jr. gave his historical "I Have A
17Dream" speech; W.E.B. Dubois, leader of the Niagara Movement, a
18group of African-American activists who wanted equal rights for
19blacks; and Malcolm X, one of the most pivotal figures in civil
20rights history; therefore, be it 
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
22NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
23designate the month of August in 2015 as Buy Black, Love Black,
24and Give Black in the State of Illinois; and be it further

1    RESOLVED, That we urge all citizens of this State to help
2build a solid economic foundation that would allow African
3Americans to shape their own destinies and maximize their
4economic interests through various means, including opening an
5account at a local black bank, supporting historically black
6colleges and universities, eating at black owned restaurants,
7hiring black real estate brokers, visiting black doctors and
8dentists for health care, getting building and other quotes
9from black contractors, visiting African-American museums and
10libraries, watching or renting black-produced films,
11subscribing to black newspapers, magazines, and websites,
12using black caterers and event planners, visiting black
13retailers, investing with a black-managed, publicly-traded
14firm, contributing to a black political candidate, visiting a
15black cultural event, and participating in Buy Black Wednesday
16by spending money with a black business every Wednesday.
