The Chairwoman of the United Nations Working Group for People of African Descent, Mireille Fanon-Mendes-France, led the study. The panel of 'experts' includes two lawyers, three social scientists and four of the five are professors. They are from the Philippines, France, Poland, South Africa and Jamaica.
